\n \n\nA global COVID-19 vaccine deployment will require an unprecedented logistical operation to ensure accurate prioritization of people in need. In response to this, a group of leading geospatial and information management organizations is launching the first-ever globally coordinated funding appeal for Information Management and Geographic Information Systems (GIS), to tackle geospatial data challenges in support of the COVID-19 Vaccine Delivery.\n\nOn March 19, 2021, iMMAP, Alcis, CartONG, Humanitarian OpenStreetMap Team, and MapAction signed a Memorandum of Understanding (MoU) forming the Geographic Information Management Initiative for COVID-19 Vaccine Delivery (GIM Initiative). This will leverage the power of each partners’ expertise to help strengthen the COVID-19 vaccine rollout through geographic data, systems, and analysis in 15 low-income countries with acute humanitarian needs, positioning the GIM Initiative as a technical support service to all actors engaged in COVID-19 vaccine delivery.\n\nGlobal equitable access to a COVID-19 vaccine, particularly protecting health care workers and at-risk populations, holds the best prospect of mitigating the personal, public health, and economic impacts of the COVID-19 pandemic. The urgency for a successful and equitable COVID-19 vaccine distribution requires immediate financial support, engagement, and coordination among technical stakeholders to ensure adequate support to the World Health Organization (WHO), Ministries of Health, and UNICEF at the country level while ensuring streamlined coordination at the global level with all relevant stakeholders.\n\nThe GIM Initiative will aim to assist partners locally through information management services to tackle critical issues such as the selection of distribution sites when data is not always available, how to plan the journey of health care workers to remote locations when no up-to-date maps exist and no one can estimate accurate transit times, how to ensure the follow-up of vaccinated people when the required database management skills are limited locally, and how to access the most vulnerable communities, some living in undocumented settlements, when information is not available.\n\nSpecifically, all partners aim to achieve the following expected results:\n

Improving the understanding of actors and stakeholders engaged in vaccine delivery, as well as of information and data gaps at the country level.

Disseminating relevant information and data, filling identified gaps to ensure the efficiency of micro-planning processes and vaccination initiatives at the country level.

Improving learning processes as well as local capacities around the vaccine implementation at the country and global levels.

Mobilizing financial resources globally to enable the successful country-led implementation of the vaccination program.

The warehouse is a critical medical logistics hub at the heart of Dubai’s International Humanitarian City. \n\nFollowing WHO’s announcement classifying the novel coronavirus (COVID-19) as a worldwide pandemic, the WHO has been the central point for advice, subject-matter expertise, updates and dispatching of vital medical supplies and commodities worldwide. \n\nThe COVID-19 pandemic has also produced an evident disruption of the global supply chain of medical supplies and commodities, particularly personal protective equipment (PPE), such as gloves, face masks, goggles, face shields, medical gowns and respirators. This unfortunate reality has heightened the demand to rigorously monitor and track worldwide shipments to a matter of utmost importance and priority, driving WHO’s pursuit in acquiring iMMAP’s well-founded information management expertise. \n\nLaunched in May 2020, this five-month project primarily revolved around the monitoring, tracking, reporting and visualization of WHO’s supply and consumption data pertaining to their shipment of medical commodities from Dubai. iMMAP’s responsibilities were two-fold: data management and visualization.\n\niMMAP has modified and organized WHO’s data structure to eliminate fragmented shipment processes and develop a set of operational and advocacy products: a COVID-19 response stock report that details the amount of PPE dispatched to specific regions, an online order management system, and the nCoV dashboard.\n\nThe applied fundamental changes improved the operational accessibility of beneficiary country offices to vital medical supplies. Furthermore, the explicit and transparent information disclosing how donor money is being spent supported WHO Dubai in fundraising and enhancing donor accountability. \n\nThe nCoV dashboard reports visualize the global availability and delivery of medical commodities. It details the monitoring of medical dispatchments in real-time, calculating a variety of components such as the total weight, volume and cost. The dashboard also displays a disaggregation of medical commodities by type, along with the leading recipient countries of WHO’s dispatched medical assistance. Through a team of experienced personnel that includes project managers, information management officers, data analysts, thematic experts, and data visualization officers, iMMAP and its partners are working towards strengthening the assessment and analysis capacities of humanitarian organizations to respond to the COVID-19 pandemic over the next year and beyond.\n\niMMAP is partnering with Data Friendly Space (DFS), an organization specialized in secondary data and situation analysis. Together, iMMAP and DFS are developing tailored remote data collection and analysis processes for each country by using the Data Entry and Exploration Platform (DEEP). DEEP generates repositories of pre-organized secondary data for each country, addressing the challenges in data and information comprehensiveness, consistency, and value\n\nThe project collects and analyzes data provided by humanitarian actors and other stakeholders including academia, private sector and government agencies, and produces regular joint situational analysis reports that facilitate a better understanding of the humanitarian impact of COVID-19.
