Through a team of experienced personnel that includes project managers, information management officers, data analysts, thematic experts, and data visualization officers, iMMAP and its partners are working towards strengthening the assessment and analysis capacities of humanitarian organizations to respond to the COVID-19 pandemic over the next year and beyond.\n\niMMAP is partnering with Data Friendly Space (DFS), an organization specialized in secondary data and situation analysis. Together, iMMAP and DFS are developing tailored remote data collection and analysis processes for each country by using the Data Entry and Exploration Platform (DEEP). DEEP generates repositories of pre-organized secondary data for each country, addressing the challenges in data and information comprehensiveness, consistency, and value\n\nThe project collects and analyzes data provided by humanitarian actors and other stakeholders including academia, private sector and government agencies, and produces regular joint situational analysis reports that facilitate a better understanding of the humanitarian impact of COVID-19. They are later placed in zones that are generally not appropriate for urban development by state institutions or humanitarian response organizations. Thus, leading to the rise of settlements built by individuals outside the established mechanisms.\n\nThese precarious settlements are made up of inadequate shelter materials and utilities. Despite the clear lack of food as well as health, water, and sanitation services, they are not recognized by or incorporated into city plans. The spread of settlements throughout the country combined with access issues and the absence of migration control have exacerbated the problem.\n\nCurrently, humanitarian agencies providing assistance to these populations find the location of these settlements by coordinating with key informants and ground explorations covering large distances. This methodology does not provide the ability to find the sites in a quick, reliable, and accessible manner. Furthermore, it not only falls short due to the high costs, but it also does not provide up-to-date information that can be processed in a reasonable timeframe for effective and timely response interventions.\n\nFor this reason, iMMAP Colombia, through the use of innovation and new technologies in information management, has adopted an artificial intelligence model to detect and profile these settlements. The overall objective of this model is to make high-quality information available for humanitarian responders. Through which, humanitarian efforts can be channeled to respond to the Venezuelan migrant and refugee populations with the greatest needs.\n\nDetection Process\n\nThe detection process begins with the generation of a model from machine learning, supplied by the company Thinking Machines, which uses Sentinel-2 low-resolution satellite imagery to generate a probability map of new settlement locations. This is done through field data collection with validation surveys and monitoring which confirms the existence of settlements. These provide a physical description of the environment and give insights into the gaps in services provided.\n\nThis information is later shared with the organizations in charge of the humanitarian response, together with the profiling results and the needs of the population. The survey aims to gather the interviewee’s perception of the settlement and photographs taken of the site. This survey model has been designated Tier 3 and is carried out by the firm PREMISE, which has more than 20 thousand agents nationwide who are contacted through social networks and receive payment for each task carried out.\n\nIn summary, reliable information is generated in a shorter timeframe. Subsequently, humanitarian responders can direct resources to ensure targeted support to vulnerable communities while receiving accurate information regarding the settlements.\n\n \n\nKey Findings\n\nAmong the findings from the 117 settlements which have been validated, one observation is that the majority of the settlements have a mixed population, meaning they are made up of Colombians and residents from other countries, as seen in the municipality of Norte de Santander. According to the findings, some settlements have a majority Colombian population, whereas, in others, more than 9% have more inhabitants from other countries (likely to be Venezuelan migrants and refugees). In the rest of the settlements, more than 81%, have a mixture of Colombians and foreigners. In addition, more than 62% of the settlements in Norte de Santander, have a formation time of between 3 and 5 years, which coincides with the length of the Venezuelan migration crisis. Also, all settlements in Norte de Santander have reported lacking drainage and sewage systems.\n\nWith regard to the Health Sector findings, 63.7% of the settlements have reported being situated more than 30 minutes by car from the nearest health center. In the context of Food Security and Nutrition Sector findings, the number of supermarkets, shops, and places for provisions are scarce.\n\n \n\nOpen source:\n\nThe coding scheme employed to detect settlements is from open sources, allowing it to be implemented every three to six months. For this reason, iMMAP will repeat this exercise in other zones of the country, wherein all likelihood new settlements will be found. iMMAP is currently planning to continue with the municipalities of Nariño, Cauca, Putumayo, and Caquetá while conducting a remote validation of the remaining 30 municipalities.\n\nFurthermore, high-resolution images are being employed to ascertain an approximate number of dwellings per settlement, taken from a roof count. This will provide an indication of the various types of dwellings within the settlement and if they are being used. With this approximation of dwellings it is possible to estimate the population located within these areas, whilst factoring in other sources of information, such as the population of the GEIH (Great Integrated Household Poll in English) migration model, 2018 National Population and Household Census and data assessment of surveys carried out by different international organizations in the same municipalities.\n\nTo date, the results from this activity have been shared with local governments, agencies, and organizations such as IMO, UNHCR, Save the Children, the Colombian Red Cross, Mayor of Cúcuta, Action Against Hunger, ICRC, NRC, Mercy Corps, Doctors Without Borders. The extension of Mandatory Isolation measures in decreed by the Colombian Government has left them with very few if any means to earn a living and in a greater need for support to prevent illness and survive the emergency.\n\niMMAP presents a document where it analyzes the variation of Facebook connections by comparing the first quarter of 2019 and 2020 and proposes some hypotheses about the impact of COVID-19 on the behavior and possible movements of this population.\n\nThe analysis of the connections to Facebook is only an approximation to reality. These data do not constitute a population registry or census as the data refers to Facebook accounts that were created in Venezuela and later appeared active in Colombian territory. Methodologies proposed were all-inclusive, based on knowledge exchange and a participatory approach in collaboration with private partners, traditional practitioners, and DPS and BCZ, the health provincial and district central offices, respectively.\n\nIn the field, NGOs, the United Nations, and the ministry staff relied upon the OSM base map, or the OSMAND navigation tool, to identify buildings. 3,134 points, schools, villages, markets, and churches have been integrated into the OSM platform during the OSM training. Furthermore, 3,586 health structures have been cleaned and added to the OSM base. The geographical coverage goes from Bukavu to Bunia via Beni (South Kivu, North Kivu, Ituri).\n\nBuilding upon this success, iMMAP and OSM plan to involve local actors and capture their knowledge to improve the understanding of the area. This support will continue through the revision of the Humanitarian Response Plan 2020 to incorporate the COVID-19 response.\n\nSupport to the Health Cluster in the COVID-19 response\n\niMMAP supports the Ethiopia Health Cluster’s COVID-19 response by developing a 3W tool (who is doing what, and where) that captures the response activities of 30 partners operating in different locations of the country, allowing to identify gaps and optimize the distribution of protective materials. Moreover, we help enhance coordination through developing an online response monitoring tool that regularly captures the activities carried by health cluster partners, which are analyzed and presented through a weekly COVID-19 bulletin. across Nigeria to analyze trends. In addition, COVID-19 Risk Maps have been produced for Yobe state to assist in the planning of the response to the pandemic, with similar assessments for other BAY states ongoing.\n\nMultisectoral Support to the COVID-19 Response\n\nIn response to the COVID-19 pandemic, the Food Security Sector (FSS) IMO has been actively supporting the FSS team to establish guidelines for the sector’s partners COVID-19 response. This includes establishing a COVID-19 task force on the various subsectors under FSS such as Food Assistance, Remote Monitoring, and Agricultural Livelihoods. The sector IMO has also been working with partners to provide an accurate picture of who is doing what, where, and to whom, as well as acting as a liaison to other sectors – including the WASH sector – to implement a collaborative approach in camps during this pandemic.\n\niMMAP’s WASH sector IMO is closely working with partners to develop an adaptive continuity plan that establishes procedures for scenarios such as restriction of movement. Other activities in response to the COVID-19 pandemic involve the development of IM systems for partners to report COVID-19 activities, report gaps in the availability of hygiene enhancers, and track hygiene levels in health facilities. Still, in most cases, this information lacks current accuracy and does not allow to identify a specific person’s movement over time.\n\nTo address this shortfall, iMMAP tracks the movement of Venezuelan refugees and migrants around Latin America on a biweekly basis by analyzing Facebook’s Marketing API, based on the monthly behavior of users. The data are estimates of the potential reach of a Facebook ad based on the segmentation of the audience on its platform. \n\nFor the period between January 2019 and January 2020, we can observe a significant increase in the movement of the population migrating from Venezuela to the department of Valle del Cauca. This could be due to a more significant migration movement towards Cali or a high presence of floating population in transit to or from Ecuador and Peru.
