Iraq remains one of the world's most heavily contaminated countries by Explosive Ordnance (EO) items (UNMAS, 2025). The legacy of four decades of conflict continues to impede socio-economic development and threaten civilian lives. According to National Mine Action Authorities, 2,723 square meters of land remain hazardous, directly threatening public safety and obstructing access to livelihoods and critical infrastructure.
This same legacy of conflict has left broader governance systems underdeveloped —particularly the education sector—faces the challenge of modernizing outdated, paper-based systems to ensure equitable access and effective resource management for over 10 million students (UNESCO Iraq, 2024).
OUR LEGACY
Since 2011, iMMAP has been a consistent strategic partner in Iraq, facilitating the transition of Information Management services from emergency response to sustainable national development. Our history in the country is defined by a shift from providing direct information services to building the institutional capacity of Iraqi authorities and key humanitarian and development partners. Over the last decade, we have evolved alongside the national context, moving from fundamental data collection to engineering the complex digital systems that now underpin Iraq’s Mine Action and Education sectors. Our presence is built on the premise that local ownership, powered by accurate data, is the only path to long-term sustainability of these information management systems.
PROJECTS
CAPACITY STRENGTHENING OF NATIONAL MINE ACTION AUTHORITIES
Donor: Ministry of Foreign Affairs of the Netherlands
Project Period: 2025 – 2029
Strategic Objective: Strengthening the institutional and technical frameworks of Iraq's national mine action authorities to ensure evidence-based planning and coordination.
Key Partners: Directorate for Mine Action (DMA), Iraqi Kurdistan Mine Action Agency (IKMAA), and Regional Mine Action Center-South (RMAC-South)
Core Impact:
Institutionalizing Information Management (IM) within national structures to ensure sovereign data management.
Enhancing the technical and geospatial reporting tools of national authorities, ensuring that land release and clearance data are centralized and reliable.
Improving data analysis tools to optimize national operational planning and decision-making across Federal Iraq and the Kurdistan Region.
EDUCATION MANAGEMENT INFORMATION SYSTEM (EMIS)
Donor: UNESCO
Project Period: 2024 – 2026
Strategic Objective: Revolutionizing Iraq’s education sector by transitioning from paper-based records to a centralized, real-time Education Management Information System (EMIS).
Key partners: UNESCO and Iraqi Ministry of Education
Core Impact:
Establishing a unified national database for 10 million students, 100,000 teachers, and 30,000 schools across Federal Iraq.
Providing a digital "engine" for resource allocation and evidence-based planning at national and local levels.
Supporting inclusive education by tracking disadvantaged learners, including IDPs, refugees, and children with disabilities.
THIRD-PARTY MONITORING OF EXPLOSIVE REMNANTS OF WAR (ERW) CLEARANCE
Donor: US Department of State, Office of Weapons Removal and Abatement (PM/WRA)
Project Period: 2022 – 2026
Strategic Objective: Providing independent, field-level oversight and impact evaluation of Explosive Remnants of War (ERW) clearance activities in Iraq.
Operational Scope: Monitoring in 6 governorates demining activities of partners such as Mines Advisory Group (MAG) and Norwegian People’s Aid (NPA).
Core Impact:
Conducting quarterly field data collection through direct observations, key informant interviews, and beneficiary focus group discussions.
Evaluating the relevance, efficiency, safety, and socio-economic impact of clearance operations.
Delivering independent, evidence-based reporting to stakeholders to ensure program accountability and quality assurance.
STRATEGIC OUTLOOK
In line with the iMMAP strategic vision, our Iraq program is centered on local ownership and sustainability. By embedding our technical expertise within the Ministry of Education and National Mine Action Authorities, we ensure that the digital infrastructure and data management protocols we implement today are fully integrated into Iraq’s long-term institutional frameworks.
