In every humanitarian crisis, decisions are only as effective as the information behind them. Yet across emergencies worldwide, humanitarian actors continue to face persistent barriers in accessing, producing, sharing, and using the data they need.
The Humanitarian Information Landscape Assessment (HILA) — was designed to address that.
Co-led by iMMAP, CartONG, the Humanitarian OpenStreetMap Team (HOT), and Kobo, and endorsed and supported by ICVA, InterAction, Sphere and H2H Network, HILA is a global, standardized initiative to measure the health of humanitarian information ecosystems and identify the systemic barriers that prevent evidence-based decision-making on the ground.
What HILA measures
HILA assesses five critical dimensions of humanitarian information:
· Availability — Is the right information being produced?
· Accessibility — Can actors find and access it?
· Quality — Is it reliable and fit for purposes?
· Use — Is it informing decisions?
· Awareness — Do actors know what exists?
How it works
On 15 July 2026, we launch the first global HILA survey — a short online survey (under 20 minutes) designed for humanitarian practitioners in crisis settings: cluster IMOs, analysts, sector coordinators, program managers, data producers and users across all organization types, including decision makers.
The survey will be available in English, Spanish, French and Arabic and you can access it here.
Responses feed a live public dashboard on https://hila-survey.org/, launching 15 September 2026 — disaggregated by country, sector, role, and organization type, and updated in real time as data comes in.
The survey runs every six months, making HILA a sustained global monitoring system — not a one-time snapshot.
Why it matters
As humanitarian needs grow and resources tighten, understanding where information systems work — and where they fail — has never been more critical. HILA will give humanitarian leaders, donors, and operational partners a shared, comparable evidence base to guide investment, coordination, and response.
